Step one:

Start with a large black canvas. Make a new layer set titled Media Splash.
In a new layer draw a #FF7200 circle using eclipse tool. (width: 204px x height: 204px)
Add the following layer styles:

Inner Glow:

Gradient Overlay:

Pattern Overlay:
