Step two:

Choose your rounded rectangle tool and set radius setting to 10px.
In a new layer draw a #002F4F round rectangle. ( width: 764px x height:31px)
Add the following layer styles:

Drop Shadow

Gradient Overlay

Step three:

In a new layer draw a 1px white line across your round rectangle.
Set layers opacity level to 7%.

Step four:

Duplicate your 1px white line, nudge down by 4px.

Step five:

In a new layer draw 2 white circles.
Set layers opacity level to 5%.
