Fresh Gradient Header.

Step one:

Start with a black canvas. Make a new layer set titled Header.
Set your foreground color to #001320 and background to #00426E.
In a new layer make a long rectangle marquee selection. Apply a linear gradient using your gradient tool. This will be your header. ( width: 800px x height: 77px)
Add the following layer styles:

Inner Shadow

Gradient Overlay
