Step one:

Start with a large black canvas and make a new layer set titled Futuristic Logo in your layers window. In your tools window choose the ellipse tool. In a new layer draw a 51 x 38 pixels, #52ADDF ellipse.
With this layer add the following layer styles:

Gradient Overlay

Stroke

Step two:

Duplicate your circle from step one and position them as shown below.



Step three:

In a new layer draw a 121 x 121 pixels, #C8E6FF circle using your ellipse tool.
With this layer add the following layer styles:

Inner Glow

Satin

Stroke
